The objectives of this program are: to maintain the quality of production of the industry and to provide a means by which the public can have greater assurance of obtaining a dependable product adequate for its needs.
The Certification Program involves the licensing of producers of Hardboard Products to use the Association's certification mark in connection with those products that are tested by an independent testing laboratory and found to meet at least the requirements noted in the attached manual. Participation in the program is completely voluntary. It is open to all members or nonmembers of the Association who are producers of hardboard sidings manufactured within the industry represented by CPA.
The Composite Panel association (CPA), which has general administrative responsibilities for the program, has no direct or indirect financial interest in any company producing any of the products that might quality for the program. CPA is not owned, operated or controlled by any such company. Although the Association will generally administer the program, a qualified testing laboratory (or laboratories) totally independent of the Association and of all producers of hardboard products manufactured within the industry represented by CPA will conduct all tests required by the program. CPA will approve the qualifications and accreditation of any such laboratory. Furthermore, a Review Board will be established consisting of three well-qualified persons totally independent of and having no financial interest in the Association, any producer of hardboard sidings, or any laboratory involved in testing products under the program. The Review Board will be charged with the responsibility of hearing and resolving complaints arising out of the testing and/or other phases of the program.
